Somalia: The ICG Strategy passed on to the United
The Norwegian government says it hopes the Somalian political and humanitarian issue can be resolved through peaceful dialogue. HAN & Geeska Afrika Magazine, Ladan reports from Oslo also announced Djibouti is hosting the next round of international Humanitarian talks on Somalia next Month.
The next high-level international meeting on Somalia will be held June 14 16 in Djibouti.
She says the main purpose of the meeting will be to discuss strategies to persuade Somalis to resume peace talks talks at an early date. Djibouti and UN Diplomat for Somalia called for all parties concerned to display “creativity and flexibility” in seeking a “comprehensive, long-term and proper” solution for Somali plights.
Participants will include the five permanent members of the U.N. Security Council – the United States, Britain, China, France and Russia – as well as representatives from Germany, Ethiopia, Kenya, Djibouti and the European Union, AU and Arab league with Special guest from Somalia Foreign Minister, Ali Jama Jangali.
Norway has been a host for the ICG meetings and leadership. In order to increase awareness of the humanitarian crisis, Norway will lead a meeting with key humanitarian actors the day before the ICG meeting. Raymond Johansen, State Secretary in the Ministry of Foreign Affairs added, Norway will play a more active role in the Somalia peace process.
The Managing Editor of Geeska Afrika magazine, Nur Kafi observed the general view of the ICG agenda, the meeting process and he hopes the Oslo meeting will have positive results to the IGAD regional security and stability to find a final sustainable peace throughout the region -Horn of Africa.
The powerful members of the Eritrean Group -Islamic Courts, including Shabaab militants and their regional associates-ONLF, OLF, ALF, are largely intact and threaten new Iraqi Style guerrilla war against Ethiopian forces. Peace requires the Somali Government to be reconstituted as a genuine government of the Southern Somalia at least, as well as national unity but the signs of its willingness are discouraging for the last four weeks. Strong will and Sustained international peace force and pressure is needed to sustain regional security and stability.
Somaliland’s increasingly credible claims to statehood: The southern Somali leaders are meeting under the auspices of the ICG, UN and Djibouti with the aim of establishing a new Somali government including Eritrean group. Recognition of Somaliland, although under consideration by a growing number of African and Western governments, is still vigorously resisted by many members of both the African Union (AU) and the Arab League on the grounds that the unity and territorial integrity of member states is sacrosanct.
Related issue, the Amir of Qatar dismissed media reports quoting Ethiopia Government senior diplomat, the FM ato. Sayoum Mesfin, who accused Qatar of providing intelligence and financial support to the ONLF and Somali Islamist Al-Shabab Militia. The Qatari spokesman called the reports “totally groundless, and out of ulterior motives.”
